Please acknowledge with us, that meetings of Council are held in the traditional territory of the Anishinabek where the Chiefs of Sagamok Anishnawbek, Whitefish River First Nation, and Atikameksheng Anishnawbek agreed to share this land through the Robinson-Huron Treaty of 1850.

  • CA-24-14 Be It Resolved That:  Items I.1 to M.2 inclusive contained in Part 1, Consent Agenda be adopted.

  • Be It Resolved That: The following Minutes are hereby accepted;  Regular Meeting of Council of August 13, 2024, Special Meeting of Council of August 13, 2024, Special Meeting of Council of August 28, 2024.

  • Be It Resolved That: The following board and committee reports are hereby received:  Joint Health and safety Committee Meeting Minutes of  June 6, 2024 and Corporate Services Meeting Minutes of September 3, 2024.

  • Be It Resolved That: As Recommended by the Corporate Services Committee that the Exit Interview Policy be adopted as presented.

The following bylaws will be read and passed.

  • Be It Resolved That:  Bylaw No 3208/24 be adopted, being a Bylaw of the Town of Espanola to confirm the proceedings of Council during their regular meeting of council of August 13, 2024.

  • Be It Resolved That:  Bylaw No 3209/24 be adopted, being a Bylaw of the Town of Espanola to execute an Agreement with the Ontario Trillium Foundation for funding to renovate an underutilized court into a women's changeroom for female rink users.

PART 2 - REGULAR AGENDA
  • Be it Resolved That:  WHEREAS, established in 1929, the Legion is the largest Veterans Service Organization in Canada with more than 330,000 members; and

    WHEREAS, the Legion’s mission is to serve all veterans including serving Canadian Forces and Royal Canadian Mounted Police members, and their families, to promote Remembrance and to serve our communities and our country; and

    WHEREAS, Canadians are fortunate to enjoy the freedom and rights that were acquired by the sacrifices of those who fought for our country; and

    WHEREAS, it is only fitting that we should join with members of the Royal Canadian Legion Branch 39 to promote this special week and honour our veterans. The Legion Branch 39 will be open to visitors for an open house throughout the week to showcase all that the Legion does.

    NOW THEREFORE, we the Council for the Town of Espanola, do hereby proclaim September 15th to September 21st as Legion Week in the Town of Espanola and encourage citizens to join the Legion members in this observance and to attend their activities throughout this week. A Legion Branch 39 flag will be flown at Town Hall throughout the week in this honour.

  • Be It Resolved That:  WHEREAS the Truth and Reconciliation Commission released its final report on June 2, 2015, which included 94 Calls to Action to redress the legacy of residential schools and advance the process of reconciliation; and

    WHEREAS all levels of government have a role to play in addressing the recommendations in the TRC’s Calls to Action; and

    WHEREAS Recommendation #80 of the Truth and Reconciliation Commission called upon the federal government, in collaboration with Indigenous Peoples, to establish, a National Day for Truth and Reconciliation to ensure that public commemoration of the history and legacy of residential schools remains a vital component of the reconciliation process; and

    WHEREAS the Government of Canada declared September 30th, 2021 as the first annual National Day for Truth and Reconciliation to commemorate the tragic and painful history and ongoing impact of residential schools; and

    WHEREAS the Town of Espanola is home to many Indigenous people and is a neighbour to many surrounding Indigenous Nations that have faced and endured these tragic histories;

    NOW, THEREFORE, BE IT RESOLVED THAT: the Council of the Town of Espanola does hereby recognize September 30th, 2024, as the National Day for Truth and Reconciliation (National Orange Shirt Day) and that an Orange Flag gifted to the Town by Whitefish River First Nation be raised on September 30th at the Town Hall and that orange flags be flown at all municipal facilities on September 30th in respect of this day.

  • Be It Resolved That:  WHEREAS on May 18th, 2010, the Legislative Assembly of Ontario enacted the Franco-Ontarian Day Act, 2010 proclaiming September 25th in each year as the Franco-Ontarian Day; and

    WHEREAS the Franco-Ontarian Day Act recognizes that Franco-Ontarians commemorate September 25th to celebrate their language and heritage and also take pride in their collective accomplishments; and

    WHEREAS September 25 is the anniversary of the first unveiling of the Franco-Ontarian flag in Sudbury in 1975 at the University of Sudbury; and

    WHEREAS by proclaiming September 25th as Franco Ontarian Day, this resolution officially recognizes the contributions of the Francophone community of Ontario to the social, economic, and political life of the Province and the community’s importance in Ontario’s society; and

    WHEREAS French is one of Canada’s Official Languages and Espanola and the surrounding regions of Northeastern Ontario have a longstanding Franco-Ontarian community;

    NOW, THEREFORE, BE IT RESOLVED THAT: The Council for the Town of Espanola recognize September 25, 2024 as Franco-Ontarian Day and that the Franco-Ontarian Flag be raised on September 25, 2024 in honour of this day.

     

  • Be It Resolved That:  Ontario's public libraries are essential to equitable, reliable access to broadband internet and computers; AND WHEREAS the Ontario government has already committed to recognizing the importance of public libraries to broadband connectivity, including the "Building a Digital Ontario"  initiative whereby $4.8 million in investments were provided for broadband upgrades to over 100 public libraries across the province; and whereas people rely on local public libraries for access to digital resources, including for job and career skills training, language learning, tutoring, health information and virtual appointments, and accessibility services; AND WHEREAS the Espanola Public Library provides critical access to digital resources for many residents; THEREFORE BE IT RESOLVED THAT: the Province of Ontario support the creation of an Ontario Digital Public Library, in line with the attached recommendation from the Ontario Federation of Public Libraries, (FOPL);  AND FURTHER THAT a copy of this motion be sent to the Honorable Doug Ford, Premier of Ontario; the Honorable Stan Cho, Minister of Tourism, Culture, and Gaming; Dina Stevens, Executive Director of FOPL, MPP Michael Mantha; and to the Association of Municipalities of Ontario.

  • Be It Resolved That:  Whereas delivering Ontario's Health services is a chiefly provincial responsibility; AND WHEREAS rural Ontario municipalities foot a significant share of the bill when it comes to administering the cost of health services; nearly $481 million in property taxes in 2022 alone; AND WHEREAS rural Ontario municipalities are limited in the ways in which they can raise revenues; AND WHEREAS health services should be primarily funded through provincial and federal income tax revenues; AND WHEREAS the Province has a duty to meet its obligations under the Canada Health Act; THERFORE BE IT RESOLVED THAT: the Province of Ontario support the advocacy of the Rural Ontario Municipal Association  (ROMA) with respect to removing health cost from property taxes; AND FURTHER THAT a copy of this motion be sent to the Honorable Doug Ford, Premier of Ontario; the Honorable Silvia Jones, Minister of Health, the Honorable Paul Calandra, Minister of Municipal Affairs and Housing, MPP Michael Mantha; and to the Association of Municipalities of Ontario.
