Please acknowledge with us, that meetings of Council are held in the traditional territory of the Anishinabek where the Chiefs of Sagamok Anishnawbek, Whitefish River First Nation, and Atikameksheng Anishnawbek agreed to share this land through the Robinson-Huron Treaty of 1850.

  • CA-24-08 Be It Resolved That:  Items H.1 to L.5 inclusive contained in Part 1, Consent Agenda be adopted.

  • Be It Resolved That: The following Minutes are hereby accepted;  Special Meeting of Council of April 9, 2024; Regular Meeting of Council of April 9, 2024; Special Meeting of Council of April 9, 2024 and Special Meeting of Council of April 16, 2024.

  • Be It Resolved That: The following board and committee reports are hereby received:  Community Services Committee Meeting of April 16, 2024.

The following bylaws will be read and passed.

  • Be It Resolved That:  Bylaw No 3194/24 be adopted, being a Bylaw to confirm the proceedings of Council during their regular meeting of April 9, 2024.

  • Be It Resolved That Bylaw No. 3187/24 be adopted, being a bylaw to appoint signing officers for the Town of Espanola.

  • Be It Resolved That:  Bylaw No 3195/24 be adopted, being a bylaw to Appoint a Treasurer.

  • Be It Resolved That:  The following reports are hereby received;  Recreation Department Departmental Report; Public Works Department Departmental Report; Environmental and Special Projects Department Departmental Report; Fire Department Departmental Report; Building Services Department Departmental Report.

PART 2 - REGULAR AGENDA
  • WHEREAS, when a crime occurs, it doesn't affect just one person, but their family members and the entire community; and

    WHEREAS, victims and survivors of crime and their families deserve support from their community; and

    WHEREAS, many victim service providers, police officers, and professionals working in the criminal justice system provide assistance to victims and survivors of crime and their families; and

    WHEREAS, victims and survivors of crime need to know that they have a voice in our criminal justice system and that there are laws in place to help them; and

    WHEREAS, Victims and Survivors of Crime Week, May 12th – 18th 2024 offers an opportunity to raise awareness about victim issues, and about the services and laws in place to help victims, survivors and their families; and

    WHEREAS, the theme for Victims and Survivors of Crime Week - Empowering Resilience - will help to promote greater understanding of victim issues; and

    WHEREAS, an increased awareness of issues faced by victims and survivors of crime will encourage citizens to discuss the impact of crime; and

    WHEREAS, public demonstrations of support for victims and survivors of crime help to build a community's capacity for compassion to assist them and their families and the community as a whole; and

    WHEREAS, addressing victim and survivor issues requires the support and dedication of the whole community; and

    WHEREAS, the support of Council for the Town of Espanola will encourage a greater number of citizens to participate in Victims and Survivors of Crime Week; therefore be it

    RESOLVED THAT Council for the Town of Espanola, do hereby proclaim May 12th – 18th 2024 as Victims and Survivors of Crime Week in the Town of Espanola; and

    BE IT RESOLVED THAT during Victims and Survivors of Crime Week and throughout the year, Espanola  will recognize victims and survivors of crime and those who assist them and be it further

    RESOLVED THAT Espanola will remain committed to addressing and advancing the issues faced by victims and survivors of crime.

  • Be It Resolved That:  Whereas Community Living Espanola is a local organization who works to improve the quality of life for people with developmental disabilities through partnership and collaboration; and,

    Whereas Community Living Espanola has been providing services and support to people with developmental disabilities and their families in the Espanola  area since 1963 and,

    Whereas Community Living Month is a province-wide annual awareness campaign to recognize the accomplishments of the Community Living movement and to celebrate the successes of creating inclusive communities for people with developmental disabilities;

    Therefore Be It Resolved That Council for the Town of Espanola hereby proclaims May 2024 as “Community Living Month” in the Town of Espanola and encourage all residents to recognize and celebrate the accomplishments of Community Living Espanola and their clients in our community.”

  • Be It Resolved That:  WHEREAS municipalities across Ontario have the delegated responsibility to administer provincial offences through court services and fine collection;

    AND WHEREAS for many municipalities across Ontario, the administration of provincial offences is no longer a sufficient revenue stream and is becoming a significant challenge for municipal budgets;

    AND WHEREAS municipalities are faced with a severe shortage of Justices of the Peace (JPs), and provincial courts across Ontario continue to operate well below capacity;

    THEREFORE, BE IT RESOLVED THAT the province of Ontario commit to sustainable provincial-municipal dialogue on the administration of POA services in Ontario, including recruitments of additional Justices of the Peace (JPs), and reforms to efficiency indicated in AMO's Provincial Offences Act Backgrounder;

    AND FURTHER THAT  a copy of this motion be sent to the Premier of Ontario; The Attorney General of Ontario; MPP Michael Mantha; and to the Association of Municipalities of Ontario.
