We would like to begin this meeting by acknowledging the Robinson Huron Treaty of 1850 and acknowledging that the Town of Espanola is located on the traditional territories of the Whitefish River First Nation, Sagamok Anishnawbek and Atikameksheng Anishnawbek. We acknowledge this as part of our commitment to truth and reconciliation with Indigenous Peoples and to working together for our
future generations.

  • CA-25-05 Be It Resolved That:  Items H.1 to L.7 inclusive contained in Part 1, Consent Agenda be adopted.

  • Be It Resolved That: The following board and committee reports are hereby received:  Community Services Committee Meeting Minutes of March 18, 2025.

  • Be It Resolved That: As recommended by the Community Services Committee that:  Council receive the 2024 Annual Drinking Water Report.

The following bylaws will be read and passed.

  • Be It Resolved That:  Bylaw No. 3234/25 be adopted, being a bylaw to confirm the proceedings of council during their regular meeting of March 11, 2025.

  • Be It Resolved That:  The following reports are hereby received;  Recreation Department Departmental Report; Public Works Department Departmental Report; Environmental and Special Projects Department Departmental Report; Fire Department Departmental Report; Building Department Departmental Report; LaCloche Foothills Municipal Association Meeting Minutes of March 10, 2025 and December 3, 2024; Manitoulin Sudbury District Services Boards Meeting Minutes of February 20, 2025.

PART 2 - REGULAR AGENDA
  • Be It Resolved That:  Whereas:  World Autism Day is recognized on April 2, 2025, in Canada.  Autism Ontario is one of the largest collective voices representing the autism community , and the work we do helps all autistic individuals and families in their communities have access to meaningful support, information, and connections - not only on April 2 but everyday throughout the year.

    Whereas:  Autism impacts more than 135,000 individuals in Ontario, representing 1 in every 50 Canadian children and youth.  It not only influences the lives of autistics but also their friends, families, and communities.  It's crucial for us to raise awareness, and acceptance, provide support and promote a  more inclusive society.

    Whereas:  Autism is a diverse spectrum that varies widely among individuals.  Each person's experience with autism can change over time.  This evolving journey highlights the uniqueness of every autistic individual, emphasizing the need for understanding and support tailored to their specific needs.

    Whereas Autism Ontario is the leading source of information and referral on autism, and since 1973, has been providing support, information, and opportunities for thousands of families and individuals across the province.

    Whereas Autism Ontario is devoted to raising public awareness about autism and addressing the everyday challenges faced by individuals with autism, their families, and the professional who works alongside them. We urge everyone to recognize and celebrate the unique differences and needs of others, fostering an inclusive environment where all individuals can participate fully in activities and discussions.  Together, we can create a society that values and includes everyone.

    Now Therefore Be It Resolved That.  Council for the Town of Espanola does hereby recognize April 2 as World Autism Day while committing to embrace awareness and acceptance today and every day throughout the year.

     

     

  • Be It Resolved That: The contract to provide Household Hazardous Waste Services for an Event Day be awarded to GFL.

  • Be It Resolved That: Bylaw No 3233/25 be adopted, being a Bylaw to amend Bylaw No. 2559/13.

  • Be It Resolved That:  WHEREAS Northern Therapy Practice, with locations in Espanola and Manitoulin Island, is the only practice in our area to provide extensive trauma therapy for Indigenous children seniors, and Indigenous individuals;

    AND WHEREAS limited therapy and rehabilitation services across our region make for increased wait times to see a service provider;

    AND WHEREAS Master students in Northern Ontario are leaving our region in pursuit of more immediate job opportunities, and are unable to take on Indigenous individuals clients without an exception from Indigenous Services Canada (ISC) as per NIHB guidelines;

    AND WHEREAS to be permitted to practice independently, Masters students must complete 1000 hours of DCC (Direct Client-Contact) under supervision;

    AND WHEREAS Indigenous Services Canada provides exceptions to care providers who can employ Masters students in circumstances where there are an insufficient number of legislated providers enrolled with the NIHB program in the vicinity, limiting access to services;

    AND WHEREAS said exception from the ISC requires letters of support from community partners;

    AND WHEREAS under the current Non-Insured Health Benefits Program (NIHB) , Northern Therapy Practice is currently unable to employ these Masters' students in their practice;

    AND WEREAS allowing Northern Therapy Practice to employee these students will help better serve the needs of clients in our community, and our region,

    BE IT RESOLVED THAT:  Council supports Northern Therapy Practice in its advocacy to be granted an exemption to employ Master students at the end of degree in the practice;

    AND THEREFORE BE IT RESOLVED THAT: a letter of support from the municipality be drafted concerning Northern Therapy Practice's employment of Masters students.
