We would like to begin this meeting by acknowledging the Robinson Huron Treaty of 1850 and acknowledging that the Town of Espanola is located on the traditional territories of the Whitefish River First Nation, Sagamok Anishnawbek and Atikameksheng Anishnawbek. Notification under the Provisions of Notice Bylaw No. 2068/08, Notice of Public Hearing:


Council of the Town of Espanola will be considering a request from the Espanola Jays for an exemption to certain provisions of the Noise Bylaw to permit a homerun competition on Friday August 8, 2025 from 8 pm until 1 am and Saturday August 9, 2025 from 8 pm until 2 am to permit a live band and dance at the Red McCarthy Ball Fields.

  • CA-25-09 Be It Resolved That:  Items G1 to K2 inclusive contained in Part 1, Consent Agenda be adopted.

  • Be It Resolved That: The following board and committee reports are hereby received:

The following bylaws will be read and passed.

  • Be It Resolved That:  Bylaw No 3250/25 be adopted, being a Bylaw to confirm the proceedings of Council during their Regular Meeting of June 24, 2025.

  • Be It Resolved That:  Bylaw No 3251/25 be adopted, being a Bylaw to appoint a Deputy Treasurer for the Town of Espanola.

PART 2 - REGULAR AGENDA
  • Be It Resolved That: Aird & Berlis LLP is hereby appointed as Integrity Commissioner for the Town of Espanola and that Bylaw 3252/25 be adopted, Being a Bylaw to Execute an Agreement Between the Town of Espanola and Aird & Berlis LLP for Integrity Commissioner Services.

  • Be It Resolved That: Council hereby authorizes a temporary exemption from certain provisions of Noise Bylaw No. 1189/96 during the 2025 Annual Mixed Slo-Pitch Tournament at the Red McCarthy Athletic Fields on Friday, August 8, 2025 from 9:00 pm until 1:00 am  for a homerun derby and Saturday, August 9, 2025 from 8:00 pm to 2:00 am Sunday, August 10th, 2025 for an outdoor dance with a live band at the Red McCarthy Athletic Fields pavilion, provided adequate security is secured and all rules and legislation are adhered to.

  • Be It Resolved That: Council approve the request to donate the pavilion and baseball fields for the annual mixed slo-pitch tournament and give the authority to the CAO/Clerk or designate to consider and either approve or deny future requests for waiving the fee of the pavilion and baseball fields for the annual mixed slo-pitch tournament if all other factors of the tournament remain the same.

  • Be It Resolved That: Council supports the attached resolution from the Town of
    Bradford West Gwillimbury, and further; That this motion be forwarded to the The Federation of Canadian Municipalities (FCM) and the Association of Municipalities of Ontario (AMO) for broader distribution and endorsement; The Honourable Jill McKnight, Minister of Veterans Affairs and Associate Minister of National Defence, and Sudbury East—Manitoulin—Nickel Belt MP Jim Belanger. 

  • Be It Resolved That: WHEREAS; Highways 17 and 11 rank among the most dangerous highways in Ontario outside of the 400 series framework; AND WHEREAS; A 2018 MTO Report revealed 5,619 collisions on Highway 17, resulting in 1,756 injuries and 66 fatalities between 2013 and 2017, and those numbers are likely on an upward trend; AND WHEREAS; Severe weather patterns, wildlife collisions, and heavy truck traffic all contribute to safety concerns on northern highways; THEREFORE, BE IT RESOLVED THAT; Council support Private Members' Bill 49, An Act to amend the Highway Traffic Act and Public Transportation and Highway Improvement Act with respect to northern highway safety; AND BE IT FURTHER RESOLVED THAT: A copy of this resolution be circulated to the Association of Municipalities of Ontario (AMO), Minister of Transportation Prabmeet Sarkaria, MPP Bill Rosenberg and all Ontario municipalities.
